本文结合包头５．３地震震灾检查统计结果，论述砖混结构房屋的抗震减灾设防策略，由“抗”转变到“隔”的设防理论，讨论目前抗震设防中存在的问题，建议包头地区尽早推广应用基础隔震减震技术。
