摘要
当前,我国公共财政建设的现实状况:一是对民生领域的资金投放增幅很大但占比仍低;二是财政分配制度采取了一些改革举措,但仍然存在分配不公平的问题;三是财政信息公开透明的进程很快,但效果不是很理想。为此,推进我国公共财政建设的对策建议:继续加大对民生领域资金投放的力度;通过税收和公共支出双向发力,完善财政分配制度;多管齐下进一步提高"三公"经费公开透明的效果。
The current situation of construction of public financial system is： firstly,although fund supply in the people＇s livelihood has a large increase,the percentage compared to the total supply is still low;secondly,as to the financal allocation system,there is still the problem of unfair allocation to be solved,even though some reforms are adopted;thirdly,the process of promoting open and transparent financial information system is fast,unfortunately,the effect does not respond very well.Therefore,the following countermeasures are proposed for promoting construction of public financial system： to continue intensifying fund supply in the people＇s livelihood;to improve financal allocation system by means of both tax and public expenditure;and multi pronged efforts to be made to improve the openness and transparency of＂three public ＂expenditure.
