Based on the network and information ,the basic quality and accomplishment of enterprise scientific and research project management personnel has been discussed from the aspects of professional ethics, professional knowledge, organization and coordination ability, application of office software and the mastery of statistics knowledge. The paper holds that scientific research project management personnel should know how to do well in scientific research project management from research project planning, application, preparation of application and commitments, execution process ,concluding and result protection.
