摘要
人事代理制度是市场经济发展下的一种新型用人制度,高等院校能够借助这种制度打破传统计划经济模式下的所有制界限,将人才使用权与所有权分开,对促进高校人力资源的合理配置具有积极的作用。文章针对人事代理制度的特点,从管理职责和管理流程的视角分析了人事代理制度下高校人事档案管理中存在的关键问题,提出相应的管理对策。
Personnel Agency System is a new labor employment system under the development of the market economy; colle ges and universities can make use of this system to break the boundaries of ownership under traditionalplanned economy mode, and separate the right of use talents and ownership of talents, which has a positive effect on promoting the rational al location of the University Human Resources.
