基于主体功能区视角的财政转移支付制度研究

The Research of Financial Transfer Payment System in the Perspective of Main Function Area

国务院2010年底的《全国主体功能区规划》将我国国土空间划分为优化开发、重点开发、限制开发和禁止开发四类主体功能区。当前的财政转移支付目标与主体功能区的功能定位显得不匹配,建立适合我国区域政策目标实现的转移支付制度,对主体功能区建设和生态环境可持续发展具有重要意义。文章基于主体功能区规划提出了完善财政转移支付制度的几点思考。

＂The National Planning of Main Function Area＂ issued by the State Council at the end of 2010,divides our country territory into four kinds of main function area , including optimizing development area, the key development area, the restricted development area and the banned development area. The goal of current financial transfer payment mismatches with the function orientation of main function area. So it is important to set up the transfer payment system for realizing the goal of regional policy in China , which has the important meaning for region ecological environment construction and sustainable development. Based on the Planning of Main Function Area , the paper puts forward some ideas about the financial transfer payment system.
