End of the Warrior-less Culture——A Military-Political review of China's Conscription System Reform

兵制,关乎国势强弱,乃国之大事。因而对兵制的考察与定夺,单纯的军事视野显属窄迫,非深及政治、经济、文化乃至社会心理诸层面,断难得其真谛。权威史家曾于中国古代兵制之具体内容,及其政治文化之内蕴做过深刻考察与阐释,为我们揭示了中国历代兵制之根本得失。以此为鉴,自现代军事政治学的视野观察新中国兵役制度的革故维新,其与国家兴盛之积极意义当可充分显现与肯定。

Conscription system is something fundamental to a nation＇s security, power and prosperity. Any reviews or decisions on conscription system, if conducted in military perspective only, would be limited and narrow; only those with in-depth surveys at political, economic, cultural and socio- psychological dimensions would be truth-revealing. Leading historians＂ detailed surveys of ancient Chinese conscription systems, and their penetrative interpretation of the underlying politico-cultural implication, reveal fundamental successes and deficiencies of the conscriptions throughout the history. In comparison with the experiences and lessons, it is found, in modem military-political perspective, that the conscription renovations in the last 60 years are apparently positive to the power and prosperity of the People＇s Republic.
