中国经济性规制改革是在经济转型的背景下展开的,其演进路径反映了制度变迁的阶段性特征。然而,路径依赖下的强制变迁特征导致规制供求失衡,规制改革面临诸多困境。因此,依据制约规制制度变迁的供求因素,寻求规制供求的动态均衡就成为经济性规制改革的现实选择。

The Chinese economic regulation re{orm has started under circumstances of economic transition. Its development course reflects the phasal character of systemic transition. However, imposed transition caused by course-dependence has led to imbalanced regulation demands, resul- ting in regulation dilemma. Therefore, seeking a dynamic balance in regulation demands accord- ing to factors that restrict the demands during the transition of regulation system becomes a prac- tical option in the economic regulation reform.
