摘要
民以食为天,食以安为先。食品安全问题日益得到各方面的关注。北京市2007年出台的《北京市食品安全条例》对确保全市食品安全状况总体平稳发挥了重要的保障作用。2009年《中华人民共和国食品安全法》及其实施条例颁布实施。北京市食品安全工作面临新的挑战。新的挑战需要新的制度设计。随着《北京市食品安全条例》的修订纳入市人大常委会2012年立法计划,北京市食品安全立法中的诸多难点问题引发社会更多的思考。
Food is the most important to people and safety is the most important to food. All circles of the society are more and more concerned about the issue of food safety. Beijing first promulgated Regulations on Food Safety in 2007, which played an important supporting role in ensuring the stability of overall situation of Beijing's food safety. Then, the Law on Food Safety of the People's Republic of China and its implementing regulations was issued in 2009. Beijing's food safety work is facing new challenges. New challenges need new systems. As revision of Regulations on Food Safety of Beijing Municipality was incorporated into the legislation plan of the Municipal People's Congress in 2012, problems concerned with Beijing's food safety legislation aroused more discussion and thinking.
