Jiuzhaigou National Forest Park has made great achievements in development, construction and management since its establishment. A relatively mature low carbon operation mode after many years of exploration has been formed by carrying out low carbon operation under the principle of sustainable development. The paper summarized the management system, fundings, marketing strategy, dwellers coordination and personnel management of the park in the process of constructing and managing a low carbon scenic spot, which was aimed at providing technical supports to the construction of first - class national forest parks.
