在进行基本医疗保险立法时,需规范以下几方面的内容:合理划定不同主体的责任;确定可持续发展的运行模式;统筹医疗卫生体制、药品流通管理、医疗保险制度三项改革;明确相关的法律责任。
Basic medical insurance legislation need to standardize the following aspects： reasonable delineation of the responsibility of the different subjects; to determine the mode of operation for sustainable development; co-ordinate health care system, pharmaceutical distribution and medical insurance for three reforms; specifically related to liability.
