基于社会资本的科技资源共享研究

科技资源包括科技人力、科技财力、科技物力和科技信息等资源,其产品的经济属性存在差异。科技资源共享包括共享目标、共享能力与意愿、共享技术和共享组织四个基本要素,并且在共享过程中既产生共享的收益,又产生共享的成本。社会资本在科技资源共享中具有增强科技资源集聚、提高科技竞争能力、形成集群创新等正向效应。与现有研究成果不同,本文还认为社会资本对科技资源共享同样存在负向效应,具体表现在弱化科技资源集聚和引发共享中的寻租行为两个方面。据此,本文构建了基于社会资本的科技资源共享框架模型,并认为需要建立市场调节、沟通协调、监督管理三方面的机制,以此发挥社会资本的正向效应、抑制社会资本的负向效应。

Technical resource includes technical human resource, technical funds, technical material, and technical information, and its products＇economical attributes are different. Technical resource sharing includes four basic elements of sharing target, sharing ability and willing, sharing technology and sharing organization. During the sharing process, it produces sharing profits and sharing cost. Social capital has positive effects on enhancing technical resources cluster, improving technical competitive ability and forming cluster innovation. This paper elaborates that social capital has negative effects on sharing technical resources, which manifests two dimensions： weakening technical resource cluster and rent- seeking activities. Thus, the paper con- structed an sharing frame model of technical resources of social capital, aad believes that it is imperative to builds up three systems of market adjustment, communication coordination, and supervision to give a play to social capital positive effect and restrain social capital positive effects.
