近年,世界各地都有许多城市遭受了暴雨洪涝的袭击。在全球气候温暖化与高度城市化的背景下,如何才能有效抑制水灾风险的增长,保障城市的防洪安全,已成为新世纪各国反思与探索的重大课题。通过不同经济社会发展水平国家重要城市典型水灾事件的剖析与比较,归纳了城市水灾害的特点,揭示其对增强城市水灾风险意识的启示,提炼了可资借鉴的成败经验。
In recent years, many cities have suffered from rainstorm floods. Under the background of global warming and highly urbanizing, it has been a great topic that how to control floods hazards and ensure urban security. Through the analysis and comparison of floods occurred in cities with different economic and social development levels, the characters are summarized, which could raise awareness of urban floods hazards and provide successful or frustrated experience.
