高校依法治校存在的问题及实现途径

《国家中长期教育改革和发展规划纲要》明确指出:"学校要建立完善符合法律规定、体现自身特色的学校章程和制度,依法办学,从严治校,认真履行教育教学和管理职责。"依法治校是高校办学模式转变与管理体制改革的迫切需要和必然选择,也是高校建设和谐校园的法治基础和必由之路。本文从依法治校的内涵与特征入手,通过分析高校依法治校中存在的主要问题,进而探索发挥党组织保障作用,实现依法治校的有效途径。

Managing the school by law; governing strictly; conscientiously fulfilling the duties of education and management.＂ Managing a university by law is the urgent need and inevitable choice of mode and management system reform, also in the construction of a harmonious campus and the route must be taken the basis of rule of law. From connotation and characteristic of managing a university by law, through the analysis of problems, this article explores the giving play to the party organization to ensure action according to the law, and to achieve the effective way.
