摘要
人力资本政策是广西北部湾经济区实现开放开发政策的重要手段之一。"十二五"期间,广西北部湾经济区服务贸易人才培养模式创新应采取的对策有:发展北部湾经济动态相适应的、并具有前瞻眼光的北部湾专业化人力资本的需求和供给匹配系统;发展"国际区域经济合作区"视野下的北部湾国际教育服务贸易;着力于生产性服务业人才培养的能力框架、培养目标及动态适应性;重点发展与各中心城市定位相适应的离岸服务外包人才;前瞻性地培养海运服务贸易人才等。
Human resources policy is one important strategy for the development of Guangxi North Gulf Economic Re- gion. In the twelfth five-year period, the measures for training innovatively the regional services personnel are: to establish a demand-supply matching system, develop an international cooperation-based education services trade, strengthen the services personnel's ability to adapt dynamically, educate outsourcing talents and train beforehand maritime industry personnel.
