我国创业环境的现状及改善对策研究

On the Present Situation of Entrepreneurial Environment in China

通过对安徽合肥等城市创业环境调研,发现创业环境存在经济发展导向、市政建设与管理、登记注册、行政执法、行政收费、融资困难等诸多问题,不利于全民创业、发展经济,也不利于就业。借鉴香港地区、欧美国家的做法,政府应切实转变职能,采取轻税薄赋、服务创业、拓宽融资渠道、营造全民创业的宽松环境等举措,推进创新创业型社会建立;还需营造创新创业文化氛围,践行十七大提出的"实施扩大就业的发展战略,带动经济发展,促进以创业带动就业"目标,建设创新创业型国家。

Through researching into the entrepreneurial environment of Hefei and some other cities, the study finds that there exist many problems in the economic development orientation, municipal construction and management, registration, administrative enforcement, administrative fees, and financing issues of our entrepreneurial environment, which are not conducive to nation-wide entrepreneurship, economic development, and ultimately employment. Learning from the practice of Hong Kong, Europe and the United States, the government should effectively change its functions by reducing taxes, providing entrepreneurial services, broadening financing channels, and creating a lenient policy environment for entrepreneurship, so as to promote the construction of an entrepreneurial nation, carrying out the policy of ＂implementing the strategy of driving economic development through enlarging employment and improving employment through encouraging entrepreneurship＂ put forward in the 17th CPC national congress.
