摘要
在多目标群体决策中，目标权重的确定受各群体成员的主观因素影响，容易产生较大偏差，进而制约群体决策的可靠性．在对单人模糊多目标决策的研究基础上，将TOPSIS法推广到群体决策情形，给出了一种模糊多目标群体决策方法，通过引入决策者模糊权重构造群体决策矩阵，从而得出理想解及方案排序结果，以对PPP项目风险评估方案作出最优选择．
In the multi -objective group decision making, objective weight is really affected by the members subjective factors, easily produces the big deviation, and therefore restricts group reliability of decision - making. On the basis of the study on single fuzzy multi - objective decision making, this arti- cle extends the TOPSIS method to group decision decision making method, by making situation, gives a fuzzy multi -objective group constructing the fuzzy weight of policy makers, to arrive the ideal solution and group decision matrix through the introduction ranking results, to make the optimal choices about thePPP projects risk assessment programs.
