城乡一体化格局下农村社会保障的变迁——以武汉市农村为例

Changes of Rural Social Security in the Pattern of Urban-rural Integration:a Case Study of Wuhan City

随着社会经济的发展,城乡差距越来越大,农村各种问题日益显现,因此要实现社会平衡健康发展,缩小城乡差距,建立完善的农村社会保障制度是必然要求。文章分析二元体制下武汉农村社会保障存在的问题,如农村社会保障资金缺乏,资金管理不科学,相关政策宣传力度不足等,并有针对性的提出保障农村社会保障资金,完善资金监督,提高保障层次,加大宣传等对策与建议。通过完善农村社会保障,确保农村社会的稳定和谐,为城乡一体化的构建与发展打下坚实的基础。

With the development of social economy, the gap between urban and rural areas is increasing. To a- chieve the healthy development of the social balance and to narrow the gap between urban and rural areas, rural social security system is an inevitable requirement. As for rural social security in Wuhan City, it shows that funds for rural social security is insufficient, fund management is unscientific, relevant policy advocacy is not paid much attention.
