从短期来看,劳动力资源问题仍然是加拿大油砂行业需要关注的重点,具体包括:应对劳动力代际更替,后勤保障,挖掘自动化技术潜力,吸引国家石油公司积极参与;从中期来看,六大方面的新思维和新方法将对油砂企业实现有序、可持续的发展具有重要意义,包括确定并聚焦核心竞争力、优化企业内部控制、改善成本问责制、借鉴其他行业模式、加强协作、转变公众认知;从长期来看,针对加拿大如何成为能源超级大国,文章就扩大市场、发展技术、制定国家能源战略等问题阐述了德勤的观点。
From the short-term perspective, labor resources remain the key concern of the Canadian oil sands industry, and this includes: coping with the replacement of labor between generations, guaranteeing logistics, exploiting the potential of technological development, and attracting national oil companies' active participation in the sector. From a medium-term perspective, new ideas and methods in six aspects will be of great significance for oil sands enterprises to realize orderly and sustainable development, these include identifying and focusing on core competitiveness, optimizing the internal controls of enterprises, improving the cost accountability system, drawing lessons from other industrial modes, strengthening coordination and changing the public recognition. From a long-term perspective, in view of how to become an energy superpower for Canada, Deloitte's viewpoint on such problems as market expansion, technological development and the formulation of a national energy strategy are given in this paper.
