药品加成的差别差率研究

Study on differential margin mode of drug price addition

目的:研究药品加成政策由固定差率改为差别差率带来的影响及其可行性。方法:以《药品流通环节价格管理暂行办法(征求意见稿)》规定政府定价药品将实施差别差率为切入点,主要通过理论研究的方法分析差别差率的影响及可行性。结果与结论:差别差率贯彻了新医改的指导思想,医疗机构用低价药品的增收弥补高价药品的损失,虽未能对降低药品价格起到显著效果,但引导了医疗机构合理用药。对差别差率可行性进行分析后,虽然政策在总体上是可行的,但仍暴露出一些问题,就此提出提升差别差率的法律效力、完善配套政策及加强实证分析等建议。

Objective： To study the effects and feasibility of the policy change from fixed margin mode into differential margin mode. Methods： Based on ＂Interim Measures for the Management of Drug Circulation Price （ask for opinion draft）＂, government pricing of drugs will be implemented with differential margin mode, which is a breakthrough point of policy research. Through the theory research, both the impacts and feasibility of differential margin mode were revealed. Results ＆ Conclusion： Medical institutions can make up their benefit loss obtained from previous prescription of expensive drugs by using cheap drugs with more income, in which the guiding ideology of the New Medical Reform on medical institutions is implemented. There is no significant effect to reduce the drug price, but it can lead the medical institutions to use drugs rationally. Although policy in general is feasible, there are also some questions after analyzing the feasibility of differential margin mode. Some advices are given, such as promoting the legal effect of differential margin mode, perfecting the supporting policies and enhancing empirical analysis.
