官方统计数据失真问题研究

Research on the official Statistical Data Distortion

目前,官方统计数据失真的问题愈发严重,引起政府和公众的高度关注。本文首先回顾研究官方统计数据失真问题的有关文献,然后着重分析、说明由于历史原因统计数据造假既是政府官员追求虚假政绩、干预统计工作的结果,甚至也是统计部门的工作需要。最后,针对目前统计工作面临的困境,从技术层面提出解决统计数据失真问题的应对措施。

At present, the problem of official statistical data distortion is steadily worsening, it has aroused mounting concern by the government and the pubulic. In this paper, we first review some literatures on official statistical data distortion, and then analyze and explain that due to historical causes statistical data fabrication results from both government officials＇ intervention in statistic services to seek false achievement in their posts and even the need of statistic services itself. Finally, facing the current dilemma of statistical work, we propose some technological countermeasures to solve the problem of untrue statistical data.
