日本加入TPP谈判进程的政治考量及中国的对策

Japan's Political Calculation of TPP Negotiations and China's Responses

在中日韩三国FTA稳步推进的情况下,日本针对TPP谈判的态度给未来FTA的建设带来了某种不确定性。与FTA相比,日本在TPP协议中所能获得的收益并不足以支撑其再次开国的愿望。日本加入TPP谈判,与其一贯以来的政治地理选择和共同体构想有着密切的关联,体现了日本追随美国的战略决心。同时,日本加入TPP谈判可能对中国倡导的中日韩自贸区的建设造成影响,中国需要考虑到这一因素并以开放的心态面对TPP。

Japanese attitudes to the Trans -Pacific Partnership （TPP） have cast uncertainties upon the ongo- ing negotiation of China, Japan and Korea FTA. Comparing with the FTA, Japanese benefit from TPP is insuf- ficient for the second opening of Japan. Japan＇s participation in TPP negotiations has been consistent to its strategy in political geography and the conception of East - Asian community. In other words, it exhibits a de- termination to follow the United States. China should assess its impacts on the FTA and keep an open attitude towards TPP.
