广西评估机构相关问题及对策研究

A Research on the Evaluation Industry in Guangxi

广西评估行业自改革开放以来发展十分迅速,但在发展中出现广西层面评估行业法规缺失、评估行业多头管理仍未解决、支撑行业发展政府政策力度不足、专业人才缺乏、评估机构内部治理不完善等问题,应从加大支撑行业科学发展政策研究力度、加强行政监管和行业自律监管的协调配合、加大政府购买评估机制改革力度、加大资产评估收费的管理力度、建立健全事务所内部控制制度、提升评估队伍整体素质和对有条件的评估机构试点"母子公司"的集团管理模式等方面采取措施促进行业的发展。

Problems come forth in the fast development of the evaluation industry in Guangxi, such as the imperfect regulations of asset appraisal industry, multiple management for the industry, insufficiency of political support to the industry, the shortage of specialists and the defection in internal control of appraisal institutions. The development of the industry can be improved by increasing the scientific research into the development policy, strengthening the coordination of administrative supervision and self-discipline of the industry, promoting the reform of evaluation mechanism of government procurement, tightening the management dynamics in the charge of evaluation, perfecting the internal control system, improving overall quality of the appraisal staff, and trying group management pattern in pilot institutions.
