基于生态服务价值的扬州市土地利用总体规划环境影响评价研究

Study on Environmental Impact Assessment of General Land Use Planning of Yangzhou Based on Ecosystem Services Value

运用生态系统服务价值法的最新研究成果对扬州市土地利用总体规划进行环境影响评价。结合扬州市实际确定各种土地利用生态系统的生态服务功能单价,根据规划期内各种土地利用类型的面积变化,对扬州市土地利用结构调整进行环境影响评价,针对规划实施可能产生的不良环境影响,提出切实可行的预防或减缓措施。在严格实施规划,并确保相关的环境影响减缓措施得以落实的前提下,规划从环境保护和可持续发展的角度分析是可行的。随着研究的不断深入,土地利用规划环境影响评价与生态系统服务价值理论的结合必将更加紧密。

This paper used down to date research results of ecosystem services value to assess environmental impact of general land use planning of Yangzhou. Combining with the practicality of Yangzhou, it determined unit value of ecosystem services of each land use ecosystem. According to the area change of each land use type of Yangzhou, it assessed the environmental impact of land use structure adjustment. This paper put forward feasible preventive and alleviative measures aiming at the negative impacts possibly caused by the implementation of the plan. Under the precondition of implementing the plan strictly and insuring preventive and alleviative measures carrying out, this plan is feasible from aspects of environmental protection and sustainable development. Accompanying with researching constantly in-depth, the combination of theory of ecosystem services value and environmental impact assessment of land use planning will be more close.
