From the perspective of referees, by investigating on the development of amateur football sports and the cultivating of referees under the framework of the Chinese foothall, the author believes that amateur football sports are the basis of Chinese football. It＇s a practical need to cultivate referees out of amateur football sports. It＇s an imperative to establish a Football Referees Association and a scientific system to cultivate referees. In amateur football sports, referees＂ self - development requires that referees have good self - discipline in their life and have full preparation to each match, besides, they should continuously improve their psychological ability to adapt.
