四川资源环境评价研究

Evaluation of Resources and Environment Research of Sichuan Province

研究了四川省水土资源开发利用现状以及资源环境动态变化特征,提出了水土资源可持续利用和生态环境保护对策。结果表明,四川耕地面积大量减少的趋势虽已得到有效控制,但耕地质量仍需进一步提高;水资源短缺,开发利用不足,浪费严重;水土流失综合治理仍需进一步加强。为实现四川省水土资源可持续利用,切实保护生态环境,应切实保护耕地资源,实施耕地质量建设工程,大力提高土地产出能力;科学编制土地整治规划,加大土地综合整治实施力度;继续加强群测群防体系建设,进一步提高地质灾害防治能力;实行严格的水资源管理制度,加强水资源管理,节约用水,防止水资源污染;加强大型水利工程建设,搞好骨干和配套工程建设,提高水资源利用率;加强生态环境建设和保护。

The current development and usage situation of water and soil resources of Sichuan province,and dynamic characteristics of the resources and the environment were analyzed and the strategy to sustainable use of land water resources and ecological environmental protection was provided.The results showed that,though the trend of agricultural acreage loss was effectively controlled,the quality of farmland still need further improvement.The lack and waste problem of water resource was still serious.Comprehensive soil erosion control still need further improvement.In order to realize the sustainable use of land and water resources in Sichuan province and effectively protect the ecological environment,we must protect cultivated land resources effectively and execute farmland quality construction projects,improve the land productivity capacity,scientifically organize land remediation plan,increase land remediation efforts,keep strengthen monitoring and prevention system,finally improve the ability to prevent geological disasters.Also,strick water resource management and the construction of large-scale water conservancy was necessary in order to improve the utility ratio of water resource and make sure ecological environment protected.
