论社区治理的新模式——基于公共治理理论在社区中的应用

Study on the New Pattern of Community Governance——the Application of Public Governance Theory to Community

社区自治是目前社区建设的热点话题,然而社区自治在我国当下究竟是否可行却值得深思,因此,我们应该从社区的性质以及我国的特殊国情出发,论证社区自治的缺陷,并将公共治理理论引入社区建设,从而探索一种新的社区治理模式,即多元主体通过协商合作,共同管理社区公共事务的过程。在这一过程中,政府、市场、公民社会各司其职,同时又相互依赖。

In the field of community construction, community autonomous governance is a hot topic at present. How- ever, it is necessary to think twice about whether community autonomous governance is feasible is China. To answer this question,we explore the nature of the community as well as China＇ s specific national conditions, and discuss the defects of community autonomous governance. Based on the discussion,the author tries to introduce the theory of public governance into community construction in order to find a new community governance pattern, which is, multiple parties manage public affairs jointly through consultation and cooperation. While depending on each other, the government, market, civil society carry out their own duties in this process.
