新世纪的到来给各国政府管理改革带来了新的课题。新世纪将是信息通讯技术高度发达 ,公民参与政府管理及政策制定的机会和期望不断增强的时代 ;新世纪将是政府机构改革和组织变革需要不断按照企业管理精神和再造模式广泛推进的时代 ;新世纪将是政府官员需要在思想观念和行为方式上革心洗面 ,脱胎换骨 ,从而要求行政教育培训目标和模式进行相应变革的时代。这些新的课题正日益引起各国政府和专家学者的关注和兴趣。如何积极主动地迎接新世纪的挑战 ,努力推进政府管理改革和行政教育改革向前发展 ,这是行政学界面临的一项新的任务。

The advent of the new century has brought about some new tasks in public administration for each country. The new century is an age of highly developed techniques of information and communication, of increasing opportunities and expectations for citizens to participate in public administration and policy making. The new century is an age when the reform of government organs and the transformation of organizations are obliged to be propelled and extensively carried out in the light of the spirit of enterprise management and its re engineering. The new century is an age when government officials are required to purge themselves of the obsolete ideas and behaviors to get a reincarnation, when the object and manner of administrative education and training are accordingly necessitated to answer to the changes. Day by day, these new tasks are drawing more and more attention and interest of every government, of specialists and scholars. It is a new task before the scholars of administrative science to find the way to face the challenges actively and positively in the new century, and push on the reforms of public administration and administrative education.
