对完善县域义务教育教师流动政策的思考

On Improving the Mobility Policy for Teachers in Intra-County Compulsory Education

义务教育教师县域流动是推进区域教育均衡发展的重要保障。县域义务教育教师流动要坚持以人为本原则、公平公开原则、分步实施原则和地方政府主导原则,促使义务教育教师流动有序运行;要完善县域义务教育教师流动机制,形成义务教育教师合理流动的社会基础,创设教师县域合理流动的政策环境,推动教师县域合理流动的有效实施;要强化义务教育教师流动县域管理力度,落实义务教育教师县域流动政策,将义务教育教师县域流动纳入政府管理行为,纳入义务教育教师考核范畴,进行规范化的管理和引导。

The flow of compulsory education teachers in intra-county is an important security to push the regional education to balanced development. But it should insist on a people-based, open and procedural policy, and urge them to move orderly. It is necessary to perfect the mobility system to form a rational basis, to create a proper environment and put it into practice. It is also important to strengthen the management of mobility of compulsory education teach- ers, to carry out the mobility policy for the teachers and bring it into the government conduct so as to manage and guide it in accordance with rules and regulations.
