论城市功能演进与产业迁移:日本京滨工业区经验与启示

On the Evolution of City Function and Industrial Migration: the Experience and Enlightenment brought by Japan's Keihin Industrial Zone

城市功能演化与产业迁移联动,是探讨区域经济一体化的重要课题。在近代东京产业发展过程中,逐渐形成了制造业和重化工业集聚的态势。随着新兴工业化发展,传统制造业及重化工业又逐渐迁出东京中心地区,迁移至京滨工业区及周边地区,东京市内则仅剩下高端服务业、精密机械、奢侈品生产、出版印刷等主要产业。由于科技创新能力的提高,京滨工业区成为东京首都圈产业研发中心,并随着R&D溢出效应再次将科技创新产业扩散,从而使京滨工业区产业研发功能得到强化。为了充分借鉴京滨工业区建设的成功经验,在郑汴一体化产业布局规划过程中,我们既要重视对城市功能演进规律的探讨,又要注重对产业迁移方式及影响因素的分析。在郑汴一体化产业布局过程中,要加强科技创新产业的辐射带动作用,通过R&D溢出辐射周边,带动中原经济区科技产业的发展,从而提高整个中原经济区的综合竞争能力。

City function evolution and linkage of industrial migration are important topics of regional economic integration. With the development of Tokyo industry in these days, it gradually formed a manufacturing and heavy industry agglomeration trend. With the burgeoning industrialized development, traditional manufacturing industry and heavy industry are gradually moved out from the Tokyo heart area to the Keihin industrial area and its surroundings. Tokyo is now left only with high-end services, precision machinery, luxury goods production, publishing and printing industry. As a result of the enhancement of technological innovation ability, Keihin industrial zone has become the center of R＆D industry in the capital circle in Tokyo. With the spillover effects of R＆D, it again enlarges the science and technology innovation industry, the research and development ability of Keihin industrial zone yet strengthened with the progress of it. In order to make full use of the Keihin industrial zone construction experience, in Zhengzhou Kaifeng integration industrial layout planning process, we need not only attach importance to the evolution of city function, but also pay more attention to the industrial migration pattern and analyze the influence factors. In the process of Zhengzhou-Kaifeng integration industrial layout, we have to strengthen the innovation of science and technology industry＇ s radioactive leading role through the R＆D overflow, bringing about the development of scientific and technological industries of surrounding areas so as to improve the integrated competitiveness of the whole Central Plains Economic Area.
