A Study on System and Mechanism of the Balanced Development of Vocational Education

在城乡一体化进程中,区域社会与职业教育的发展相互作用、相互影响,通过资本、劳动力、技术和政策等要素产生互动关系。要转变职业教育区域失衡的发展现状,就必须立足二者的互动机理,建立健全能够激活互动、促进发展的体制、机制。因此,应以区域经济增长、区域社会结构优化、区域人力资源发展、区域政治民主法治化为基点,构建职业教育的经费投入与资源分配机制、招生与就业体制、人才培养体制、办学与管理体制等,以此推动职业教育均衡发展,加快城乡一体化的改革进程。

In the process of urbanization, the development of regional society and that of vocational education have interacted and influenced each other and the interaction is built through the following elements： capital, labor, technology and policy. In order to change the regional imbalance status quo of the development of vocational education, it is necessary to clarify the interaction mechanism between the two of them to establish the appropriate system and mechanism. Therefore, based on the regional economic growth, the regional social structure optimization, the regional human resource development, and the regional political democracy, this study establishes the system and mechanism to promote the balanced development of vocational education and accelerate the reforming process of both the urban and rural, which includes the mechanism of fund investment and resource allocation, the systems of recruitment and employment, the personnel training system, the management system of vocational education, and so on.
