论我国“不完全城市化”困局的破解路径

On the Route of Breaking through the “Incomplete Urbanization” Dilemma of China

户籍制度已经不是农民市民化的主要障碍,许多进城务工农民和农村户籍大学生选择保留农村户籍,我国陷入"不完全城市化"的困局。必须统筹城乡,创新机制,提高农民工工资收入,深化农村产权制度改革,完善进城务工人员住房保障体系,切实解决随迁子女教育问题,才能破解"不完全城市化"困局。

The household registration system is no longer the main constrain hindering farmers to become city dwellers. A lot of farmers working in cities and college students from rural areas choose to retain the rural household registration status so China is entrapped in the ＂incomplete urbanization＂ dilemma. The urban and rural development must be balanced, the mechanism should be innovated, migrant workers＇ wages and incomes improved, rural property right system reformed, migrant workers housing guarantee system improved and education for the workers＇ children handled earnestly so that the ＂incomplete urbanization＂ dilemma could be broken through.
