The Application of Social Fabric Matrix Method under Technology Policy of Industrial Cluster

提出了针对政策要素的集群科技政策社会结构矩阵,从互惠性的视角,找出环境、企业外部和内部的政策关键要素,将宏观模糊的政策问题具体化,研究结果可用于辅助政策规划和实施的决策过程。以中关村集群科技政策为案例,首先借鉴KSF情报分析方法,定量和定性地分析了政策要素触发传导过程,其次绘制了政策作用布尔有向图,展示了以经济效益和创新能力(成果)为目的的实施路径,最后剖析了中关村集群所面临的具体问题提出了相关建议。

The social fabric matrix （ SFM ） of cluster technology policy this paper put forward reinforces the relevance of the policy ele- ments which based on Hayden＇s SFM research. Using the SFM the study tries to find out the key elements of technology policy from envi- ronment-external-internal of firms to make the macro fuzzy policy issues become specific, and aims to aid in policy planning ＆implemen- tation. Zhongguancun＇s technology policy is employed in the case study. Firstly, KSF intelligence analysis method has been used in quan- titative and qualitative analysis of the reciprocal relevance trigger conduction process. Then, Boolean digraph is drawn according to the SFM, and the study shows the variety of policy implementation path on the purpose of economic efficiency and innovative capabilities. Fi- nally, the paper reveals the problems and possible solutions of technology policy planning and implementation.
