国家基本药物制度政策回顾研究

Review Study of National Essential Medicines System Policy

本文利用文献研究的方法对我国各时期基本药物制度的特点、存在的问题进行了梳理,总结了现阶段国家基本药物制度目标、内容,为推动基本药物制度可持续发展提供经验借鉴。结果显示,我国基本药物制度基本划分为3个时期:雏形期、快速发展时期与稳定发展时期;我国已初步建立了国家基本药物制度的框架体系,主要包括:以促进药品可及性、合理用药、改善药品质量为主的目标体系;以基本药物生产供应、集中招标采购、零差率销售为核心内容的基本药物政策体系;以补偿机制、人事机制、分配机制为辅助内容的配套政策体系。

This paper aims to provide reference for the sustainable development of National Essential Medicines System （NEMS）in China through summarizing the characteristic,problems,goal and content by using literature review. It showed that, China＇s NEMS has experienced 3 stages, including embryonic period, rapid development and stable development; China has initially established a framework system of the NEMS, including the target system to promote accessibility, rational use and quality of essential medicines; medicine policy system of production, supply, procurement and zero sales slip of essential drugs; and supporting system of compensation mechanism, personnel mechanism and allocation mechanism.
