旧城土地再开发效益失衡的成因与对策探讨——以中小城市旧城核心地块改造为例

针对目前旧城土地再开发所引起的一系列效益失衡现象,通过挖掘土地再开发的目的,详解失衡现象的现状和归纳其成因,进而提出平衡综合效益的对策及建议。本文以丘陵地区旧城核心地块改造项目为例,理清中小城市土地再开发的现状,对以管理者、开发商、设计人员、公众为主体,造成旧城开发综合效益失衡的作用机制进行解析,提出服务公众为核心的再开发宗旨,以此探寻旧城社会、经济和环境三者和谐发展的最佳效益平衡点。
