小微企业转变发展方式的动因和路径

小微企业正面临着各种成本上升、国内外经济和政策冲击与企业内在缺陷等方面的挑战和制约,转变发展方式刻不容缓。其具体内涵包括调整三次产业结构、内外需求结构和要素投入结构,具体路径包括产业链攀升、产业转型和产业区域集聚与产业集群转型。为此,中央政府、地方政府、行业协会以及小微企业自身都需要积极应对,形成合力,使小微企业在转变发展方式中逐渐形成创新引导的核心竞争力。

With challenges and constraints such as rising costs, domestic and international economic impacts and enterprise internal defects, the small ＆ micro enterprises need to change the modes of development without delay, which include adjustment of the tertiary industrial structure, internal and external demand structure and element input structure. Specific paths include value chain climbing, industrial transformation and industrial regional agglomeration and industrial cluster transformation. To this end, the Central Government, local governments, and industry associations as well as micro-enterprises need to form a joint force as to develop innovation-led core competency.
