摘要
德国双元制职业教育管理框架是法律依据下的政府协调。联邦文化与教育部长联合会、联邦职业教育研究所和州政府学校发展研究所是德国职业教育的政府管理主体。在联邦层面,政府的作用体现在对职业教育的依法管理与合作管理上;在州政府层面,体现在对相关部门的组织管理和协调上;在培训层面,体现在培训过程的步骤化与协调化,以及对培训过程和结果的质量监督上,这些都对我国职业教育发展具有重要的启示意义。
The management framework for dual-system vocational education of Germany is government coordination on the basis of laws. The Federation of Culture and Education Ministers, Federal Research Institute for Vocational Education and Research Institute for School Development of State Government are the main government management subjects of vocational education in Germany. Government's function reflected in the management in accordance with laws and collaborative management for vocational education at the federal level, the organization, management and coordination for related department at the state level, the step and coordination of training process as well as the quality supervision of training process and results at training level, which are of important enlightenments for the development of vocational education in China.
