摘要
水电工程建设移民安置点的规划设计属于特定限制条件下的设计,会遇到不同的社会和技术情况,而现行的管理政策和技术标准尚不能充分覆盖具有各种特点的各个地区。如何妥善安置移民,提交安全、适用、经济的农村移民点规划设计成果是水电工程移民安置规划设计中迫切需要研究的问题。为此,通过对已做的滇、川两省部分大中型水电工程移民安置点规划设计实际工作进行总结,对移民安置点规划设计中一些常见问题进行初步探讨。
The planning and design of settlement should be carried out in the construction of hydropower projects if there are populations needing to be resettled. This kind of planning and design is not only restricted by special social and technical conditions, but also can no be fully covered by current management policies and technical standards because each project region has special characteristics. How to formulate a safe, applicable and economic settlement planning and design for rural settled population is a problem that needs to be studied urgently for the construction of hydropower station. By summarizing the planning and designs of resettlement of some medium-sized hydropower projects in Yunnan and Sichuan province, some of the common problems in the planning and design of settlement are discussed herein.
