摘要 中国负荷控制方案依据用户历史用电量比重制定,未考虑用户的能效情况。具体操作时实施拉闸限电操作,未将线路中的重要用户和高耗能用户予以区别。针对这一问题,提出2阶段优化策略,第1阶段以标尺竞争机制为基础,构建电量缺口分配优化模型,实现最大用电能效;第2阶段以用电能效最高、开关时间最少、重要负荷停电量最小、可中断负荷停电量最小为目标,构建虑及可中断负荷的优化管理模型,并将改进的非支配排序遗传算法(NSGA-Ⅱ)和启发式算法结合,加入基因校正环节进行求解。算例测算结果表明了该策略的可行性和有效性。 The load control program in China is implemented with reference to the past power consumption ratio, without considering the energy efficiency of each subscriber. The important subscribers and the energy-intensive subscribers are not differentiated when implementing the restriction of power consumption. In light Of this problem, a two-stage management scheme is proposed. At the first stage, the yardstick competition is applied in the optimal electricity energy rationing model to realize maximum energy consumption efficiency. At the second stage, the objective of the model is to obtain the maximum of energy consumption efficiency and the minimization of the switch operation time, the loss of the priority load as well as the interruptible load. The optimization management model considering the interruptible load is developed, and the combined heuristic NSGA-Ⅱ algorithm is employed with the gene correction module. Finally, the feasibility and effectiveness of the proposed method is proved by the research results.
