“双重特殊性”下的中国建筑业农民工——对于建筑业劳动过程的分析

The Subcontract System with Chinese Characteristics and Its Impact on Construction Migrant Workers:An Analysis of Labor in the Construction Industry

建筑业生产和施工技术的进步以及生产管理体制的发展表现出明显的行业特点,不能简单套用劳动过程理论去解释建筑业的劳动条件和工人状况。文章在分析欧美国家建筑业生产管理体制特殊性的基础上提出,建筑业的特殊性本身并不直接导致建筑业工人权益受损。中国建筑业农民工恶劣的工作条件和基本劳动权益受损,来自于对行业特殊性的"放大"。要改善农民工目前的处境,还要返回到生产过程本身。

The progress of production techniques and the development of the production management system in the construction industry reveal the industry＇s unique characteristics ,and it cannot simply apply the theory of the labor process to explain the labor conditions of the industry. Based on a review on existing studies of the specif- ics of the production management system in the construction industry in Western countries and empirical re- search in China, this article tries to describe the production process and management methods under the subcon- tract system with Chinese characteristics, and it argues that the subcontract system itself is not the main cause of the bad working conditions of the construction migrant workers, but rather they are mainly attributable to the scale of the industry. To improve the lives of migrant workers, it is necessary to focus on the production process.
