Economic Growth,Electric Power Industry Development and Environmental Pollution Control

中国电力业环境效率低下以及环境污染治理政策实施效果不显著的事实表明,政策执行主体,即电力企业及地方政府在执行环境政策方面存在被动性,这可能与电力企业追求利润最大化以及地方政府追求经济高增长的发展模式相关。文章运用联立方程面板数据模型研究发现,环境污染治理支出对电力业发展及地方经济增长的负面影响是电力企业及地方政府缺乏环境保护积极性与主动性的主要原因,而电力投资显著的增长效应以及财政分权对地方经济增长的激励是地方政府重投资、轻环境保护的根本原因。

The low environmental efficiency of China＇s electric power industry and insignificant effect of environmental pollution control policy implementation show that policy implementation bodies, the power industry and local governments are passive in the implementation of environmental policy. This may be due to the power companies＇ pursuit of profit maximization and local governments＇ pursuit of high economic growth. Using the sim- ultaneous equation panel data model ,this article found that the negative impact of environmental pollution control expenditures on electric power industry development and local economic growth is the main reason for electric power enterprises and local governments lack the enthusiasm and initiative to protect the environment. Also, the fundamental cause of local governments＇ emphasis on investment and de - emphasis on environmental protection has a significant effect on growth of electric power industry investment and fiscal decentralization.
