摘要
鄱阳湖生态经济区规划的批复和部省备忘录的签订标志着江西省土地管理揭开了新的篇章。在分析和借鉴国家已批复的8个国家级综合改革配套试验区和15个国家级战略区域规划土地政策创新的基础上,针对鄱阳湖生态经济区土地利用和管理的实际情况,提出了针对性的机制创新建议:尝试建立区域发展协调机制,推进"土地开源机制"创新,继续强化差别化的土地利用计划管控,推进农村土地使用权流转为核心的土地管理制度创新,建立闲置地清查与节地示范机制,提高土地行政效能,建立资源和生态保护补偿机制。
Approval of Poyang Lake Ecological Economic Zone marks a milestone in Jiangxi＇s land management. This paper, based on 8 national comprehensive reform trial zones and 15 national strategic regional planning zones, presents suggestions in mechanism innovation in Poyang Lake ecological economic zone, in establishing regional development coordination mechanism, promoting ＂ land acquisition mechanism＂ innovation, enhancing differentiated land use controls, boosting a rural land use right transfer as a core of land management innovation, checking idle lands and land- saving demonstration, increasing land administration efficiency and setting up resources and ecological protection compensation mechanism.
