基本公共卫生服务均等化的衡量标准探讨

Exploration the Measurement of the Equity of Basic Public Health Services

促进公共卫生服务健康发展的重要政策目标之一是"均等"。评价和衡量基本公共卫生服务均等化程度可为基本公共卫生服务工作的展开和相关政策制定提供依据。本文在对现有的基本公共卫生服务均等化面对的困难进行阐述及对均等化衡量标准现状描述的基础上,提出了采用机会平等、全面覆盖、保质保量、结果公平4个方面的测量指标,用于衡量基本公共卫生服务的均等化程度。

One of the health reform policy objectives is promoting the equalization of Basic Public Health Services is health equity. To evaluate the extent of public heahh service equity, it is suggested using four dimensions of measurement： equal opportunity of service access, universal coverage, guaranteed service quality and quantity, and comparable health outcomes.Which is wsed to mesure the equity of Basic Public Health Services.
