The construction circumstance of domestic and international urban refuge is analyzed, the necessity of the construction of refuge place and its important function in the earthquake disaster prevention are elaborated. In combination with the domestic and international construction experience and the current status of China, the study towards meeting an refuge place and the fire fighters to participate the earthquake disaster prevention is carried on , which has a leading meaning to strengthen our country earthquake disaster prevention.
