摘要
构建科学的区域低碳技术创新能力评价模型对于准确评价中国低碳技术创新能力现状和分析影响低碳技术创新的因素具有重要意义。基于区域低碳技术创新系统特征,通过理论遴选以及运用专家咨询法、隶属度法、相关分析法和鉴别力法等多轮实证筛选,构建了区域低碳技术创新能力评价模型。模型分析表明,显性的低碳技术创新投入和产出能力与隐性的低碳技术创新支撑能力三者之间的相互配合与协调是实现区域低碳技术创新能力持续提升的前提和保障,而低碳技术创新经费投入是影响中国区域低碳技术创新能力的主要因素。
Building a scientific evaluation model for the capability of regional low-carbon technology innovation is of great significance to accurately evaluate the status quo of the capability of regional low- carbon technology innovation in China and find out the sticking points that affect the capability. On the basis of the elements, functions and operating mechanism of regional low-carbon technology innovation system, this paper constructs an evaluation model for the capability of regional low-carbon technology innovation by theory selecting and empirical filtering using Delphi, Membership, correlation and discernment analysis methods. Model analysis shows that the coordination between dominant input and output capabilities with tacit carrier capacity of low-carbon technology innovation is the prerequisite and guarantee for the continuously enhanced on the capability of regional low-carbon technology innovation, while funding for low carbon technology innovation is the main factor to affect the capability of regional low-carbon technology innovation in China.
