丧失独生子女父母的三重困境及其扶助机制——以湖北省8市调查为例

The Three Layers of Predicament of the Parent with Their Only Child Died and the Assisting Mechanism:A Study in Eight Cities of Hubei Province

随着计划生育政策的推进,我国逐渐出现一批丧失独生子女的父母。他们工作停止、生活消沉、社会关系断裂,并出现健康问题;为此,他们要求政府进行物质扶助、精神慰藉,并强烈要求集中居住;但是随着诉求的推进,他们逐渐发现诉求非但没有得到满足,反而陷入"三重困境"。本研究认为要打破丧失独生子女父母的这种困境,需要构建丧失独生子女父母和国家之间的"沟通性文化网络",同时引入风险分担和化解机制,对丧失独生子女父母形成立体性社会救助体系。

With the carrying out of the one child policy, a group of one child died families appears in our country, whose present condition is very tough, for example, work ceased, life depressed, social relations fracture and health decline, so they want government to provide them with material assistance, spiritual comfort and gathering pass the latter life, etc. However, they find that their appeals aren＇t being met, conversely they are sinking into three layers of predicament. This article believes that to break down the above mentioned predicament is a two-way operation： one way is to build the culture nexus of communication between state and the child died parents, with the aim to solve their three-level predicament, the other way is to introduce the mechanism of risk sharing and solving to build the assisting mechanism towards the one child died peasants.
