公共投资建设项目参与主体影响力研究

Studies on Influence Powers of Participants in Public Projects

基于调查数据,采用SPSS统计分析方法,研究了公共投资建设项目参与主体的影响力变化及其根源。分析结果表明:传统单一的政府决策管理模式正在向政府、项目执行者、专家、公众共同参与的协同决策管理模式转变;各主体影响力在项目不同阶段呈现出复杂相关性,拥有不同资源参与主体的竞争博弈格局正在形成。针对新变化,提出了促进公共投资项目决策管理健康发展的对策。

Based on the investigation data in 2011, with statistical analysis method of SPSS, the changes and related sources about influence powers of participants in public projects are studied and comprised. The results indicate that the decisionmaking pattern is changing from traditional one dominated only by government to a collaborative decision%making pattern made by government, project executives, experts and the public. A part of decision-making authority is transferred from government and project executives to experts and the public. The influence powers of different participants in different decision-making stages exhihit complex correlativity. A competition and game situation of different participants with different resources is coming into being. According to the new changes, countermeasures for healthy development of decision-mak- ing of public projects are put forwards.
