研究"村民自治",必须要研究民主选举、民主决策、民主管理和民主监督以及这"四个民主"之间的相互关系问题。作为村民自治的核心内容,"四个民主"的四个方面既相互独立,又相互联系。应以系统观为指导,对"四个民主"的内容、相互关系及其在实践中存在的问题进行系统、完整、深入的研究。

The research on ＂Villagers＇ Autonomy＂ must study democratic election, democratic deci- sion-making,democratic management and democratic supervision and the relationships among the ＂four democracies＂. As the core of villagers＇ autonomy,the ＂four democracies＂ are both independent and in- terrelated. ＂Four democracies＂ content, the relationships and problems in practice must be carried out systematical, comprehensive and in-depth studies under the guidance of system view.
