中国区域海洋经济发展的“理性”与“异化”

Rationality and Dissimilation in China's Regional Marine Economy Development

文章回顾与检视2003年以来海洋经济上升为国家区域政策后的区域海洋经济实践的"理性"与"异化"现象,发现国家海洋经济战略呈现更加明晰的区域格局、多样性发展模式,同时三大示范区规划都更加注重海洋资源环境—海洋经济—海洋与陆域的多维一体的协调发展理念;海洋经济规划的理论与实践探索,虽日益注重人—海、海—陆的规律性,但仍未能厘清海陆一体化、岛陆联动、海洋型城市(群)等核心理论问题;囿于尚未形成国家、省、县三级海洋规划的各自定位和对规划服务对象的属性规律不清,使得海洋经济规划的编制及实施过程存在政策同构、空间竞争、理念与行动悖论等问题。由此构建海洋经济规划理想图式,有助于国家和地区决策层理性地把握海洋经济发展规律和科学制定海洋经济政策。

Reviewing and looking through regional marine economy practice after marine economy strategy ascend to national development plan and policy from 2003,this paper finds as follows,firstly,China’s marine economy strategy takes on a more explicit and definite regional marine economy spatial pattern and diverse regional development pattern,and three demonstrative areas pay more attention to the concept of marine resource environment—marine economy—marine and continent’s multi-dimensional coordinated growth sustainable development.Secondly,although the theory and practice of marine economy planning is focus on human-marine,marine-continent’discipline,the core theoretical problem of marine economy planning,which is marine and continent integration,island and continent’s linkage,marine city（agglomeration）and so on,is still ambiguous.Thirdly,nation-level,province-level and county-level marine planning have not located their accurate position and still have some problems in property and discipline of targeted planning service,which make our country’s marine economy planning’s industry isomorphism,spatial competition and planning disagreement with practice during the course of performance,and marine economy planning’s staffing and management system are still in the state of division.So,constructing ideal model of marine economy planning can contribute to national and regional decision-maker’s intellectual acquisition of marine economy development.
