There is market failure in the establishment of rural payment environment, which needs strong policy driving. Through analyzing the process and measures of PBC Qingdao Branch in driving the establishment of rural payment environ- ment, this article concludes the path of market fostering, namely, taking policy driving as the start point, then taking advan- tage of market force to design development scheme and confirm the clear order of entrance, so as to make clear the boundary of government and market and then make dynamic adjustment of policy, finally to form the market operation under the guid- ance of govemment.
