根据法律规定,政府具有保证环境质量的责任。政府的环境质量责任是一种积极责任,需要政府实施一定的行为才能实现,也具有可诉性程度低的特点。政府环境质量责任要求政府保持符合标准的环境、及时修改环境标准、采取一定的行动并保证公众的知情权和参与权。实现政府环境质量的责任方式主要有政治责任、司法责任和行政责任等。
